Open Space Committee Minutes
Meeting: 7:00PM March 28th, 2007 at Newbury Town Hall
Present: Martha Taylor, Dan Streeter, David Powell, Marlene Schroeder, Mike Carbone, Tom Galligani, Judy Tymon,
Minutes of 2/28/07 were approved as submitted by voice vote.
1. Meeting began with a brief review of last meeting items and an update and review of these for benefit of Tom G. and his drafting of plan items.
2. Marlene raised question of whether we needed to update invasive species information in view of recent documentation by Geoff Walker and Peter Phippen. Reminded the committee of new Invasive species booklet from Mass. Natural Heritage and potentials for matching grants from State environmental remediation fund.
3. Dan S. to follow up on potential Parker River access in the Central St. dam area-to consult David Mountain on possible sites. Some more discussion of the greenway possibilities along the Parker River – possible access points etc.
4. Action item in previous OS Plan concerning Town-owned parcels on Plum Island (PI). Questions as to whether Town has followed recommended procedures for these parcels and what if any open space potential some of the contiguous lots in 2-6th street area may have.
5-acre lot abutting Wild Life Refuge has clear conservation interest given location and size. David volunteered to report on status of larger PI lots at the next meeting.
5. Dan will be sending out questionnaires to active recreation groups regarding current and projected needs.
6. Tom G. will include a write up of regional trail initiatives for OSP.
7. Can we improve the presentation of the open space inventory by grouping parcels and contiguous parcels (with an accompanying group description) in order to better focus areas of interest/concern ?
8. Status of Chapter 61 lots should be reviewed and the agricultural segment needs updating with attention to current status of Traister APR.
9. Water access discussion in the recent Estuary Plan can be used/cited for the OSP.
10. How do we deal with revisiting community goals and getting public input ? Goals and objectives will remain basically the same –but no more ball fields !!. Check to see if Master Plan would add/change any objectives and coordinate these.
11. Aim for a public hearing in May
preferably before Memorial Day- Wednesday 30th ?
12. Will need to get letters of endorsement from Planning Board, ConCom., MVPC, Hist. Com., Recreation Comm., Selectmen. Shift to final review date in September including any public input.
13 Should a list of any CRs and other open space additions since last Plan be cited in Intro or Exec. Summary ?
